They answer different questions, and picking the wrong one produces governance that looks legitimate and behaves like something else. The choice comes down to a single question: is this decision about capital or about community? Get that straight before you argue about mechanics, because the mechanic is downstream of what you are actually deciding.
What each model is actually measuring
Token-weighted voting measures skin in the game. The more you have staked, the more you can lose from a bad decision, so the more say you get. It aligns influence with financial exposure. That is genuinely the right alignment for decisions about money: how to spend a treasury, what fees to set, how to allocate capital. The people with the most at risk get the most voice, which is how ownership works everywhere else.

Where token-weighted voting fails
Token-weighted voting has a plutocracy problem that is not a bug, it is the design working as intended in the wrong context. When a few wallets hold most of the supply, they decide everything, and every other holder correctly concludes their vote is decorative and stops showing up. You get governance that is technically distributed and practically owned by three addresses.
It also has an acquisition problem: influence is for sale. Anyone with enough money can buy control of the vote on the open market. Sometimes that is fine, it is just ownership changing hands. Sometimes it is a hostile takeover of a community that thought it was self-governing. And it makes vote buying nearly indistinguishable from normal accumulation, which muddies the line between legitimate influence and manipulation.
Where one person one vote fails
One person one vote has the opposite weakness: it invites Sybil attacks. If every human counts once and identities are free, then one person with a hundred fake accounts counts a hundred times. The entire model collapses unless you can prove one human equals one voter, which is genuinely hard on the open internet. Token weighting sidesteps this because faking a hundred wallets does not give you more tokens, only more empty accounts.
So the tradeoff is stark. Token-weighted voting is Sybil-resistant by construction but plutocratic by construction. One person one vote is egalitarian by construction but Sybil-vulnerable by construction. You are choosing which failure mode you would rather defend against.
How to actually decide, and the hybrids worth knowing
Ask what the decision is about. Capital allocation, fees, treasury: lean token-weighted, and pair it with delegation and clear quorums so small holders are not fully mute. Identity, values, leadership, membership: lean one person one vote, and invest hard in proof of personhood because without it the model is meaningless.
Then know the middle options. Quadratic voting dampens the whales by making each additional vote cost more, sitting between the two extremes. Capped weighting limits any single holder's maximum influence. Delegation lets passive holders lend their weight to someone active. These are not compromises for their own sake; they are tools to import the strength of one model into the other.
